High PING

Not sure how many of you are on at the odd hours of very early morning but I am on at all weird hours depending on my day.
There comes a time when the server is flooded by 300+ pings, some even over 500, and it becomes a joke.
The server stutters players start freezing and eventually it dies.
Eg number 34 on RU side "Rampage-B" 350-700 ping, anyone he shot at froze then died. He freely admitted he was from China after close to 10 kick/ban votes he realised he was the one causing server issues and left. Instantly the server was fine but the damage was done by him and others, around 6, all running with pings over 400.

Just wondering is there a ping limit that is not working properly or is there no limit set?

We very rarely turn on the latency manager.

Its just great to wonder about something on the server and actually be able to get an answer.
