What's this ? Cheater or bad connection ?

I found a strange guy.

Name : SirenianPilot44



This guy had special high PING, so I guess there is possibility this guy was not cheating.

In this round, I told he is "No damage cheating". But Is this just a connection problem ?

What do you think about this ?

I couldn't kill him with 7 shotgun bullet. But we can see his PING is 1897 at the end of this video.

He lost connection as soon.

That's a bad connection. If i remember correctly, its an average ping latency that gets reported to the server, not "live" as in consistently refreshing. Something something 30 times a second. It's possible that the person isn't even in the server anymore. You saw that person standing there for more than 2 seconds, which was more than their ping, which tells me that they were not really standing there.
