End the round with terrible dif

Shall we have a mod that help players end the round when a team lost all flags and the tickets dif is terrible big ?
Not all the players checking dialog .
Not all the players in game are playing .
These issues make the !surrender / !votenxt can't get enough voting .
Noobs won't use !surrender !votenext .
Becuz we're noobs .
We need more help from the server side .
Noobs are suppose to do nothing but gain helped .

kinda hard to do that on metro map

I might lower the percentage it takes to !surrender.

As far as I've played, surrenders have always seemed fair and in good taste so to speak

this system is very necessary, sometimes the games are sentenced and there is no chance to balance it
